I did some tests and it seems that the best options are SAG Mill from Ender IO (144 diamond gems from 64 ores + 12 cobblestone + 3 pulverized coal), and the pulverizer from Thermal Expansion, with the Tectonic Initiator upgrade, producing 192 gems from 64 ores.
