While there are various emissions associated with mining for and then burning coal (likewise with natural gas), the term "clean coal" is used by the industry in reference to the carbon dioxide emissions. If the carbon dioxide emissions could be captured and stored ("carbon capture and storage," or "CCS"), that's what is meant by clean coal.
